Winchester Municipal Utilities, Winchester, Kentucky is accepting applications for the position of Director of Engineering and Operations.
The Director of Engineering and Operations reports to the General Manager.
*Essential Functions:*
* Provides supervision for the daily operations of Solid Waste Collection/Disposal, Water Treatment, Water Distribution, Wastewater Treatment, Wastewater Collection/Lift Stations, and Maintenance departments.
*Specific Responsibilities*
* Promotes the maintenance of a safe, accident free, and healthy work environment.
* Establishes and maintains cooperative relationships with those contacted during the course of work.
* Monitors the activities of treatment plants, booster pump stations, SCADA systems, lift stations, laboratory, water and sewer maintenance and repair crews.
* Maintains all areas of operation to meet all local, state and federal standards.
* Promotes harmony among workers and resolves grievances.
* Maintains the EPA Consent Decree Programs
* Performs employee evaluations, recommends hiring and discharge to the General Manager.
* Assists each department of responsibility with annual budget and monitor expenditures to ensure compliance with the budget.
* Coordinates submittal of state discharge permits, monthly operating reports, discharge monitoring reports; gathers data as required.
* Attends WMU Commission Meetings and, at times, attendance to public meetings, City Commission & Fiscal Court meetings, and other related meetings.
* On call on a twenty-four (24) hour basis.
* Performs other related duties as required.
*Qualifications*
* One or more of the following licenses are preferred: State of Kentucky Class III Water Operator or Distribution certification; Class III Wastewater Operator or Collection System Certification
* Extensive knowledge of principles and practices of water treatment & distribution operations, wastewater treatment & collections operations, solid waste operations and vehicle maintenance.
* Five years’ experience in supervision and training with eight years related work experience.
Education may substitute for the required experience.
* Ability to maintain confidentiality, prioritize, communicate, identify & resolve problems and manage work effectively.
* Ability to manage multiple tasks and projects simultaneously.
* Ability to effectively transact with members of the public.
* Ability to effectively negotiate, execute and manage professional service contracts / agreements on behalf of WMU.
* Proficient in computer usage and Microsoft Outlook, Word, and Excel.
* Maintain a valid Kentucky driver's license.
* Minimum education is a high school diploma or equivalent.

Job Type: Full-time
Pay: $60,000.
